España tiene el reto de en menos de tres años, para el 2018, hacer que todos los edificios públicos apenas consuman energía y en el año 2020, se hace extensible a todo los edificios tanto públicos como privados. La pregunta que se hace todo el mundo es si se llegará a alcanzar esta meta en el tiempo previsto. Los expertos inmobiliarios coinciden en que es un reto importante en eficiencia energética y que estamos en el camino correcto pero que aún queda mucho camino por recorrer.

La directiva de eficiencia energética de edificios 2010/31/UE, de 19 de mayo de 2010 obliga a que a partir de 2018 todos los edificios públicos deberán construirse bajo el criterio del consumo energético casi nulo, un concepto poco extendido y de escasa implantación en España y que también será de obligado cumplimiento para toda la nueva edificación y la que se rehabilite en 2020. A nivel de tecnología y de sistemas España está preparada para cumplir este objetivo, así lo afirmó la arquitecta y experta Inés Leal. Manuel del Río, presidente de Danosa ve positiva esta directiva para los edificios de obra nueva pero echa en falta alguna medida para el parqué inmobiliario ya existente.

Y es que cuando se habla de eficiencia energética hay que ser conscientes de todo el parqué inmobiliario y no sólo de los edificios nuevos. En España hay 25 millones de viviendas ya construidas y también hay que tener en cuenta todo este parqué. Porque no es lo mismo construir un edificio nuevo con eficiencia energética casi nula que rehabilitar un edificio para conseguir una eficiencia cero, pero ya se está empezando a incluir estos parámetros en la rehabilitación de edificios. Es un reto importante pero se están utilizando las herramientas y nuevos modelos financieros para hacer que la rehabilitación sea viable y rentable, explica Patricia Laplana, otra de las expertas en la materia.

En la directiva europea aparece por primera vez un concepto muy útil que es el coste de eficiencia. Para conseguir que un edificio sea eficiente energéticamente hay que plantearse si es viable económicamente porque si no, es imposible introducirlo en el mercado. Para ello se están haciendo estudios de coste de eficiencia energética con el fin de ver si es viable la reforma. Manuel del Río está de acuerdo en qué el país ahorre con edificios más eficientes pero recalca que el fin último de todo esto es la persona. Está bien que el país ahorre y sea más eficiente energéticamente pero lo importante es que la persona que compra una vivienda tenga una hogar de habitabilidad y confort.
