Desde EnerAgen creen que lo mejor es que las agencias de energía trabajen con los ayuntamientos en función de su zona climática en la definición de los aspectos técnicos a cumplir. Además, desde la Asociación de Agencias Españolas de Gestión de la Energía abogan por la inclusión de medidas de incentivación, como ayudas a la inversión y desgravaciones, junto con un seguimiento más profundo de la calidad de los certificados de eficiencia energética de las viviendas. Esto serviría para tomar la decisión de medidas de rehabilitación energética por parte del usuario final.
Por otro lado, hay que vigilar los aspectos sociales ya que las personas con menos recursos suelen habitar viviendas con peor calificación energética por lo que el impacto de esta medida puede no ser suficiente para ayudarlas a reducir su consumo energético. Y es que una bajada del IBI debería venir acompañada de medidas complementarias de apoyo que garantizasen la reducción efectiva del consumo de energía en esos edificios. Además, hay que valorar las circunstancias económicas en cada territorio y el efecto de desigualdad que puede provocarse a largo plazo en función de las capacidades adquisitivas.
La eficacia de esta medida en cuanto a incrementar la necesidad de rehabilitar basándose en criterios de mayor eficiencia permitiría incluir como beneficio económico adicional esta desgravación dentro del análisis económico que las empresas y profesionales del sector llevan a cabo a sus posibles clientes. También es importante resaltar el hecho de que este tipo de medidas favorece el trabajo de los profesionales que operan en el sector. La rebaja del IBI y de este tipo de medidas que pondrán en marcha los ayuntamientos podría abrir el camino a nuevas propuestas por parte de las Administraciones Públicas.
La obligatoriedad de construir edificios de consumo de energía casi nulo fijado por la Directiva Europea 2010/31/UE puede ser un acicate para para impulsar medidas en ese sentido, aunque quedan fuera de la obligación los edificios existentes salvo en el caso de reformas importantes. Esta desgravación puede hacer que más propietarios se planteen la posibilidad de rehabilitar sus viviendas.
